Form 0 Basic Information Input Sheet¶
In the “Form 0. Basic Information” Input Sheet, information concerning the location, regional classification, and building scale (number of stories, area), etc., of the building to be notified shall be entered.
Format of the Basic Information Input Sheet¶
The “Form 0. Basic Information” Input Sheet is shown in Figure 1-1-1.

Input Items and Input Method of the Basic Information Input Sheet¶
The input items and input method of the “Form 0. Basic Information” Input Sheet are shown below. It should be noted that the numbers in brackets preceding each item name correspond to the numbers in brackets at the far left of Figure 1-1-1.
(1)(2) Date of Sheet Preparation, Person Responsible for Input¶
- Enter the date of preparation and the name of the person responsible for preparation.
(3) Building Name¶
- Enter the building name at the time of building confirmation application.
(4) Building Location¶
- Enter the location of the building (prefecture, municipality, town name, and address).
(5) Regional Category¶
- Japan as a whole is categorized into eight regions (Regions 1 to 8), and for each region, reference standard values, meteorological data used for primary energy consumption calculation, etc., are provided. These regional categories are the same as those used in the “Standards of Judgment for Housing Clients and/or Developers” and the “2013 Energy Efficiency Standards,” but differ from the regional categories of the conventional Energy Efficiency Standards for Buildings (1999 Standards), and therefore requires attention.
- The relationship between regional categories and prefectures is shown in Table 1-1-1. Since in practice the categories are subdivided at the municipality level, the “Technical Information on Evaluation of Energy Consumption Performance Conforming to the 2016 Energy Efficiency Standards (Non-Residential Buildings)” (https://www.kenken.go.jp/becc/building.html), Section “1.3 Reference Information on Input, etc.” should be consulted, and the “Regional Categories and Annual Solar Radiation Regional Categories (New Categorization)” provided therein should be referred to in order to select the applicable regional category from the building location.

(6) (7) (8) (9) (10) Structure, Number of Stories, Site Area, Building Area, Total Floor Area¶
- Enter the information at the time of building confirmation application.
- “Structure” shall be entered as a character string, such as “Steel Reinforced Concrete Structure” or “SRC Structure.”
- “Number of stories,” “site area,” “building area,” and “total floor area” shall be entered as numerical values.
- The total floor area refers to the total floor area of the entire building and is different from the sum of the floor areas of rooms subject to primary energy consumption calculation for each equipment described later (since the total floor area includes the area of rooms in which no such equipment is installed).
- This information is not used in the calculation of primary energy consumption.
(11) Annual Solar Radiation Regional Category¶
- Check and enter the annual solar radiation regional category only when evaluating solar power generation equipment.
- For details of the annual solar radiation regional category, refer to the ”Technical Information on Evaluation of Energy Consumption Performance in Accordance with the 2016 Energy Efficiency Standards (Non-Residential Buildings)” (https://www.kenken.go.jp/becc/building.html), Section “1.3 Reference Information on Input, etc.”
(12)(13) Primary Energy Conversion Coefficient of “Heat Supplied by Others”¶
- Enter the primary energy conversion coefficient of heat supplied from others only when selecting “Heat Supplied by Others (steam, hot water, chilled water)” as the heat source device model in the evaluation of air conditioning equipment.
- As described later, the primary energy conversion coefficient of “Heat Supplied by Others (steam, hot water, chilled water)” is stipulated as shown in Table 1-3-1 in the Supplementary Table 1 of the Notification of the Energy Efficiency Standards, and it is permitted to use an arbitrary conversion coefficient if the basis for the calculation can be clearly indicated.
